I designed and developed the Competent Person e-learning module as part of the offshore high-voltage safety authorisation pathway for our external client. Within this pathway sits 4 modules.

The module prepares engineers to take on formal Competent Person responsibilities within a controlled electrical safety framework. I had already designed the look and feel of the modules, including a character set and illustrated document design.

Objective

To translate complex electrical and mechanical safety rules into a structured, interactive learning experience that reinforced role accountability, safe systems of work, and correct use of safety documentation.

What I Did

  • Mapped technical safety rules into clear learning objectives focused on isolation, earthing, safety distances, and role boundaries.

  • Edited and rewrote outdated content.

  • Created modern graphics and videos, including technical drawings.

  • Designed scenario based learning around real HV tasks, including issuing, receiving, transferring and clearing safety documents.

  • Built interactive decision-making exercises to test understanding of risk, escalation points, and supervision requirements.

  • Worked directly with Senior Authorised Persons and operational SMEs to ensure technical accuracy.

  • Developed knowledge checks aligned to formal authorisation standards.

The original source material was procedurally dense. I restructured it into practical, field-relevant scenarios to ensure engineers understood not just the rules, but their responsibility within them.

The result was a compliance-aligned module that improved clarity around role separation and supported progression toward formal authorisation.

Following delivery of the full four-module programme, the client extended the scope and commissioned an additional module, reflecting their confidence in the structure, clarity and effectiveness of the learning design.
